e-Transport: fines for not sending GPS coordinates in the system postponed until January 1, 2025
Following the meeting on August 26, 2024 at the Government of Romania between UNTRR Secretary General Mr. Radu Dinescu, and Prime Minister Mr. Marcel Ciolacu, UNTRR obtained the postponement of fines until January 1, 2025 for not sending GPS coordinates for monitoring the transport of goods with high fiscal risk and the international road transport of goods.
Today, the Romanian authorities materialized this postponement through the official document, details here in RO. The Ministry of Finance of Romania and the National Agency for Fiscal Administration (ANAF) inform that sanctions for non-transmission of GPS coordinates in the e-Transport system are postponed until January 1, 2025, respectively the provisions of art. 13^1, (d) and (e) of Emergency Ordinance no. 41/2022: ”non-compliance by the driver of the transport vehicle to turn on the positioning device before the start of the transport on the national territory, respectively to stop the positioning device only after delivering the goods to the declared delivery place on the national territory or after leaving the national territory."
On August 29, 2024, UNTRR organized with ANAF a webinar on the RO e-Transport and GPS system to contribute to a better understanding of the use of the system by the transport operators.
As a reminder, the haulier must receive the UIT code from:
- the consignee listed in the customs declaration for import, or the consignor listed in the customs declaration for export, when it comes to goods covered by import or export operations, as appropriate.
- the Romanian consignee when the transported goods are acquired in an EU country.
- the Romanian supplier if the transported goods are delivered to an EU country.
- the warehouse owner, in the case of goods in transit that are the subject of the transaction within the EU, both for goods unloaded on Romanian territory for storage or for the creation of a new shipment of one or more consignments of goods, as well as for goods loaded after storage or after creating a new transport on the national territory from one or more shipments of goods.
The haulier has to send to the driver the received UIT code, which is generated by the RO e-Transport System, through which the data related to a consignment of goods is identified.
The UIT code is valid for 5 days for national transport starting from the stated transportation date, or 15 days when the transported goods are acquired in an EU country.
The UIT code can be sent to the driver via WhatsApp, e-mail, or by simply making a photo to the screen of the laptop/computer and send it to the driver.
Failure by the driver of the transport vehicle to present, at the request of the competent authorities, the documents that accompany the transport of goods subject to monitoring through the RO e-Transport system together with the UIT code provided, is sanctioned with a fine between 5,000 RON to 10,000 RON, and it applies to the driver.
